The complaint was properly dismissed where the Complainant failed to appear at a scheduled pre-hearing conference (1) where she provided no plausible reason for her failure to appear, (2) where she did not timely respond to the Personnel Commission's directive to explain her failure to appear, and (3) where her previous conduct had precipitated other delays in proceeding with this case.
