Section 116 of WIOA requires each core program to be assessed on the primary indicators of performance, seen below.
These are sometimes referred to as "performance measures." Data from various sources are used to determine performance
metrics, which indicate how well an area or program performed on a specific indicator.

Definition: The median earnings of program participants who are in unsubsidized employment
during the second quarter after exit from the program, as established through direct UI wage record match,
Federal or military employment records, or supplemental wage information.
How to calculate: Total quarterly earnings, for all participants employed in the second quarter
after exit, are collected by either direct wage record match or supplemental wage information. The collected
quarterly wage information values are listed in order, from the lowest to the highest value. The value in the
middle of this list is the median earnings value.
This indicator includes participants who exit during the report period.

11.5.7 Credential Attainment Rate
Effective date: February 26, 2019
Definition: The percentage of participants who obtain a recognized postsecondary credential
during participation or within one year after exit from the program. Participants who receive a secondary school
diploma or equivalent are successful if the participant was also employed or entered postsecondary education
within one year of program exit. See the Credential Policy in this chapter for more information on the
WIOA Performance Accountability System credential.

Method #2: Attainment of a Secondary School Diploma (Participants who have not completed HS Diploma/Equivalent at program entry)
The WIOA Effectiveness in Serving Employers indicator is one of the primary indicators of performance required for the Adult, Dislocated Worker, and Youth programs.1
As outlined in the WIOA ESE Performance Indicator2, Retention with the Same Employer is identified as the sixth and final ESE primary indicator of performance3. Retention with the Same Employer is defined as:
The percentage of program participants in unsubsidized employment during the second quarter after exit from the program who were employed by the same employer in the second and fourth quarters after exit.
For a participant to count towards the ESE Performance Indicator, the participant must be employed by the same employer in both Quarter 2 and Quarter 4 after their program exit. This reflects the system's success in placing individuals into stable, sustained employment that meets employer needs.
For the six core programs, this indicator is a statewide indicator reported by one core program on behalf of all six core programs in the state.
Local Performance and Negotiations for the ESE Indicator
The methods for defining performance levels and assessing performance at the state level also apply to at the local level.4 For ESE, the states and local areas must agree to a single, shared level of performance for the WIOA Adult, Dislocated Worker, and Youth programs in the local area. This single, shared level will be used to assess the one shared ESE result for all WIOA Title I programs in the local area. For all other primary indicators of performance, each WIOA Title I program will have individual negotiated levels of performance and will be assessed as individual programs.
The State is required to negotiate the ESE indicator with all local areas in program years in which this measure is also negotiated between the State and DOL. For PYs 2024 and 2025, baseline data will be reported by States and will include data by the local area. States should be collecting baseline data for these two years from their local areas to incorporate in the State's future local area statistical adjustment model as well.5
The state may identify additional indicators of performance in the state plan. Future indictors must be approved by
each core program. Additional guidance on new additional indicators of performance including methodologies, negotiations
and consequences for not meeting standards shall be published in the state plan which the indicators are approved. In PY 2016
and PY 2017, the State has not identified additional indicators of performance.
