4.18 Travel Policy

Background

DWD-DET has a fiduciary responsibility to ensure the prudent use of WIOA Title I funds. Therefore, DWD-DET requires that all travel and conference expenses charged to WIOA meet:

  • the necessary and reasonable standards of expenses;1
  • Travel costs and Factors Affecting Allowability of Costs;2 and
  • the allocability standard Allocable costs.3

WIOA In-State Travel

Workforce Development Boards (WDBs) are not required to seek prior approval for in-state travel charged in whole or in part to WIOA that meets the standards established in Travel costs4 and Factors affecting allowability of costs.5

WIOA Out-of-State Travel

WDBs must obtain prior approval from DWD-DET before making any out-of-state travel arrangements charged in whole or in part to WIOA Title I funds. A WIOA Out-of-State Prior Approval Form which identifies the purpose of travel, estimates of travel costs, and identifies funds to be used to pay for the travel, must be submitted to the Local Program Liaison (LPL) no later than 20 business days prior to the date of travel. Requests received later than this may be denied. The assigned LPL, together with a DWD-DET Financial Manager will review the form and issue a written decision within five business days of receipt of the form.

WIOA Conferences

A conference is defined as a meeting, retreat, seminar, symposium, workshop or event whose primary purpose is the dissemination of technical information beyond the non-federal entity and is necessary and reasonable for successful performance under the federal award.6 This policy does not include local WDB meetings and committee meetings.

WDBs must obtain prior approval from DWD-DET by submitting a WIOA Conference Hosting Approval Request Form to the assigned LPL before holding, hosting, and/or sponsoring any conference charged in whole or in part to WIOA funds. These include:

  • retreats, seminars, symposia, training activities or similar events held in either federal or non-federal space;
  • any activity related to holding a conference, including, but not limited to, obligating or expending grant funds;
  • signing contracts for space or services, announcing involvement in any conference; and
  • using either the WDB's and or DWD's name or logo.

WIOA Conference Hosting Approval Request Form must be submitted to the LPL no later than 45 business days prior to the date of event. Requests received later than this may be denied. The assigned LPL with a DWD-DET Financial Manager will review the form and issue a written decision within 30 business days of receipt of the form.

DWD-DET retains the right to obtain information from the WDB about any conference that is funded in whole or in part with grant funds.
