11.14.1 Management Information Systems (MIS) Title I

Automated System Support for Employment Training (ASSET)

ASSET is the designated customer reporting and data collection system for WIOA Titles I, III and the Trade Adjustment Assistance Act. ASSET supports the WIOA programs – encompassing the Adult, Dislocated Worker, and Youth programs under WIOA Title 1 and the Wagner-Peyser funded labor exchange services (WIOA Title III) including case-managed services to Veterans, Migrant Seasonal Farm Workers (MSFWs), UI Claimants, and Older Workers. ASSET also supports reporting for specialized Dislocated Worker programs such as Trade Adjustment Assistance Act, Rapid Response Additional Assistance and National Dislocated Worker Grants (NDG). ASSET provides statewide, comprehensive data collection for job seeker registration, case management, and eligibility screening for program and provider services. It is important to track Job Center customer services in ASSET for the following reasons:

  1. Federal Reporting for WIOA: ASSET is the system of record for the Title I and Title III Wagner-Peyser Employment Services program customers. The registrations and services reported in ASSET are used to create the mandatory federal reports, which in turn, provide Wisconsin with continued federal funding for these programs.
  2. State Program Management: ASSET is the system of record for data about individuals eligible for WIOA and other programs. DWD uses this information for resource planning, monitoring and evaluation, and general program management.
  3. Local Program Management: Data from ASSET is used for decisions on resource allocation, program management, or service options by WDBs and Job Service districts. Additionally, local case managers use ASSET to better serve their customers by giving them a system that tracks customers wherever services are provided.

Job Center of Wisconsin (JCW) Business

JCW Business is a staff tool used to manage employers' registrations, job postings, and services (staff-assisted and self-services). JCW Business contains approximately 160,000 records for employer locations in Wisconsin and surrounding states. All new employer registrations are reviewed and evaluated by select staff. A small percentage of new job postings, determined by certain circumstances, are reviewed and evaluated by select staff before going live on JobCenterofWisconsin.com. Any Job Service or partner staff with appropriate access can record services provided to employers, manage and update employer records, and view job posting reports.

WDB Role in Performance Data

DET must submit quarterly reports documenting state and local progress toward meeting negotiated performance levels. To maximize proactivity in managing WIOA performance indicators, WDBs must keep participant data up to date within the ASSET system. At a minimum, WDBs must update participant information monthly to ensure monthly dashboards reflect accurate information. Business Service information must be recorded in Job Center of Wisconsin Business or through an approved transfer of data to DWD. WDBs will:

  • Collect and input data in the approved format;
  • Work with DET staff to validate and revise data as necessary;
  • Maintain supporting documentation and records; and
  • Ensure new staff is trained in the use of ASSET.

ASSET Correction Requests

Refer to the ASSET Staff Request section. The Staff Request function in ASSET is the vehicle for requesting changes to participant records. A Staff Request is the process to notify an ASSET administrator to make changes to a participant's record in ASSET when changes cannot be made to the record by local staff. There are circumstances where data is locked or the participant has exited from the program and an ASSET administrator must unlock and change the data.

Wage Records and Data Collection

Wage Records are used to verify the employment and earnings outcomes for program participants. Wage Records are accessed by DET from the DWD Division of Unemployment Insurance (UI), the State Wage Interchange System (SWIS) 1, and Federal Employment Data Exchange System (FEDES). National Guard participation can be verified through Military Affairs by the DWD. Each quarter PIRL extracts are submitted to these sources for wage verification except for National Guard employment. National Guard verifications are requested through DET.

Additionally, providers must use supplemental data from the participant, education/training provider or employer verifying the participant's outcome in employment or educational achievement outcomes. See the Performance Technical Assistance Guide for instructions on how to enter supplemental data.

Certifying Federal Reports

The Director of the Bureau of Workforce Training is the WIOA Title I Program Director in Wisconsin and final certifying authority for all WIOA Title I federal reporting. Information Technology (IT) staff are not authorized to certify state reports.
