Large job fairs schedule through May 15, 2020 have been cancelled.

The Governor has directed that all events with more than 250 people be cancelled or rescheduled.

Many Wisconsin employers need talent to fill new jobs created by the economic impact of COVID-19. The demand in a number of occupations that are still providing essential services will increase. Employers are looking to not only fill new jobs created by the COVID-19 pandemic but to also prepare for staff members who may be out due to illness.

Employers can post new positions for free on JobCenterofWisconsin.com (JCW), Wisconsin's free online job search tool. Both employers and job seekers can use the site without charge to connect. Search the in-demand jobs posted on JCW.

In addition, only mass transportation is exempt from the Order, which is defined in paragraph 13s. as: "Transportation. Airlines, taxis, transportation network providers (such as Uber and Lyft), vehicle rental services, paratransit, and other private, public, and commercial transportation and logistics providers necessary for Essential Activities and other purposes expressly authorized in this Order."

Employers who provide transportation for migrant workers are required, per Wis. Stat. § 103.917, to ensure that transportation must be safe and adequate. Employers should follow all social distancing guidelines when providing transportation to workers. Failure to provide safe and adequate transportation could result in orders to correct under Wis. Stat. § 103.965(1) and penalties, under Wis. Stat. § 103.97, if the violation is not corrected.

Youth and Registered Apprentices

Youth apprentices should contact their high school and employer to determine recommendations and continuity of operations plans and follow any Centers of Disease Control guidelines to ensure their health and safety in relation to COVID-19. DWD has reduced the number of related instruction and work hours required for youth apprentices participating in the 2019-2020 school year to successfully complete the program. The local youth apprenticeship coordinator will be in contact with youth apprentices regarding their hours and status of completion. Youth apprentices that have not achieved the updated minimum hours may continue to accrue hours when the Safer at Home order is lifted and over the summer up until September 30, 2020.

Registered Apprentices should work with their employer to determine recommendations and continuity of operations plans and follow any Centers of Disease Control guidelines to ensure their health and safety in relation to COVID-19.

Apprenticeship-related instruction is often provided by Wisconsin Technical Colleges and other training providers. Apprentices should check with their local training provider to determine if related instruction has been cancelled, moved to a remote learning format, or postponed.

Employers

Planning ahead for a pandemic is an important step in protecting employee and customers' health and safety and ensures business continuity. We encourage you to make a plan; below are some resources to get you started.

Planning for a pandemic is similar to other contingency and continuity of operations planning your organization may have undertaken for other unforeseen emergencies and events. However, a pandemic presents a sustained emergency, with high levels of employee absenteeism and economic and social disruption for a period that could extend for months. For this reason, it represents a new type of threat and brings new requirements for planning.

If your business does not have any type of continuity of operations plan in place, this represents an opportune moment to prepare one. The Centers for Disease Control and Prevention (CDC) has very useful information on pandemic preparedness.

We suggest you use the CDC site to learn more about planning for a pandemic outbreak. One important document available on that site is the Interim Guidance for Businesses and Employers.
