Secretary-designee Frostman Announces Additional Leadership Appointments

Additional appointments complete DWD leadership team

MADISON – Department of Workforce Development Secretary-designee Caleb Frostman today announced the appointments of Pam McGillivray as Chief Legal Counsel and Jesus Villa as Equal Rights Division Administrator.

Villa joins DWD from Northwestern Mutual, most recently serving as their Lead Employee Relations Consultant & Equal Employment Opportunity (EEO) officer. He has a law degree and master's in public policy studies from Duke University and completed his undergraduate degree at Princeton.

"I am pleased to have someone of Jesus's talents join DWD's Equal Rights Division; his EEO background will serve the department and the people of Wisconsin well," Secretary-designee Frostman said. "He was essential in introducing Employee Resource Groups to Northwestern Mutual and that background along with his strong legal experience will make him a valuable member of DWD's leadership team as we move forward with implementing policies and programs that improve the quality of life for all Wisconsinites."

McGillivray comes to DWD from the Wisconsin Department of Health Services (DHS) where she worked as an attorney. She has background in employment law, civil rights, environmental law and utility law. She attended University of Wisconsin Law School and received her undergraduate degree from the University of Wisconsin-Madison in history.

"Pam brings nearly 20 years of experience as a private-practice attorney as well as experience representing DHS and advising state agency clients," Secretary-designee Frostman said. "Her wealth of experience, particularly in the areas of fair employment, unemployment insurance and equal rights will undoubtedly serve DWD well, and I am excited to have her on board."

Both will be joining DWD in the coming weeks.
