Service Provider Qualification Requirements for Statewide Services

Purpose: This document outlines the process for DVR Service Providers to request approval of training programs not preapproved by DVR to meet qualification requirements for statewide service delivery.

The goal is to ensure training aligns with the competencies and standards outlined in the Service Provider Qualification Requirements and Alternative Training Plan Requirements and Guidelines documents.

When to Submit

Service Providers should submit an Alternative Training Plan only if:

  • They are not using a DVR preapproved option (e.g., ACRE-approved training, CESP certification, or other preapproved trainings).
  • Their training program aligns with at least 80% of the required competencies and meets minimum training hours (20 for Job Coaches, 40 for Job Developers).
  • Training content is current, relevant to DVR service delivery and reflects modern practices and applicable standards.

Submissions must include:

  • Completed Competency Mapping document (template provided by DVR).
  • Syllabus or agenda outlining training topics or modules.
  • Learning objectives.
  • Description of assessment methods (e.g., quizzes, observation rubrics, projects).
  • Trainer qualifications (e.g., certifications, relevant experience).
  • Optional: Supplemental topics addressed (e.g., self-employment, benefits counseling, workplace diversity).

Documentation Retention: Service Providers must retain all training materials and related records for compliance verification.

To be eligible for DVR approval, training must:

  • Align with 80%-90% of the applicable competencies for the role and service category.
  • Meet or exceed minimum required training hours.
  • Include structured, valid methods for assessing learning
  • Clearly demonstrate relevance to DVR services and staff duties.
  • Provide participants with a certificate of completion for documentation and professional development purposes.
  • Submit materials to: DVRServiceProviders@dwd.wisconsin.gov
  • Incomplete submissions will be returned with a request for missing components.
  • Additional submission methods (e.g., provider portal upload) may be implemented in the future.

Tier 1 – Initial Screening

  • Conducted by DVR program development staff.
  • Reviewed for completeness and alignment with expectations.
  • Approved If it clearly meets or exceeds standards.
  • Escalated to Tier 2 if unclear, borderline or complex.

Tier 2 – Training Review Panel

  • Includes a small team of DVR program and contract staff (e.g., Contract Specialist, Program and Policy Analysts, Section Chief).
  • Evaluates:
    • Alignment with core competencies.
    • Depth and appropriateness of training content.
    • Validity of assessment methods.
    • Trainer qualifications.
  • Possible outcomes:
    • Approved.
    • Conditionally approved (pending minor revision or additional documentation)
    • Not approved (with explanation and resubmission guidance)

Review Timeline

  • DVR will confirm receipt of complete submissions within five to seven business days.
  • Final decisions issued within 30 business days of complete submissions.
  • Conditional approvals will include required revision instructions and deadlines.

Ongoing Maintenance and Re-Review

  • Approved Training Plans remain valid unless revoked or unless significant changes to national best practice, competencies or ACRE standards.
  • Reapproval is required if significant content or format changes are made.
  • Service Providers must notify DVR of changes to delivery method, trainer or substantial content updates.
  • Validity timelines for ACRE, CESP or other credentials are determined by the issuing body and are not reevaluated by DVR unless expired or altered.

The Competency Mapping Template (CE DVR-20132-E, CIE DVR-20133-E) must be submitted with all Alternative Training Plan requests. This tool that allows Service Providers to:

  • Map training content to required competencies.
  • Identify delivery format, training hours and assessment methods.

Instructions

For each required domain:

  • Complete all fields for each competency (training module, content summary and assessment method).
  • Indicate delivery format (in-person, online or blended).
  • Ensure total training hours meet the minimum required for the applicable role.
