Dear Service Provider,
Thank you for your patience while both you and DVR have been navigating the new system that Opportunities Inc. (Opp Inc.)/Employer of Record service began using in April. While the majority of DVR consumers and Service Providers have successfully navigated the onboarding process, we recognize that some have encountered challenges, especially related to document uploads and I-9 verification. Opp Inc. had not anticipated some of the challenges with the new system and have been actively collaborating with DVR to provide improved solutions, clarified instructions, and greater support. This email outlines expectations, available options, and key reminders.
This email is being sent to all Service Provider main contacts only - please share this information with all staff involved in supporting DVR consumers in Internship/Temporary Work (ITW) services.
1. Consumer Completes Onboarding via UKG Portal
It is DVR’s expectation that consumers will use their own electronic device (phone, computer, or tablet) to complete onboarding tasks in Opp Inc.'s UKG system, including uploading employment verification documents for I-9 processing.
This mirrors what consumers will encounter in future competitive employment and gives them a valuable opportunity to build independence, confidence, and skills in navigating an online payroll system. DVR Service Providers are encouraged to support and guide consumers through this process as needed.
If a consumer does not have their own electronic device or access to one to complete these onboarding tasks, the following options can be considered and would align with the security, privacy of information, and confidentiality requirements of the DVR Service Agreement.
2. Virtual I-9 Verification via Teams
If a consumer does not have access to an electronic device or cannot complete the upload process even with Service Provider assistance, Opp Inc. now offers secure, real-time I-9 document verification via Microsoft Teams.

If neither of the above options is feasible, Service Providers may use the following paper-based method:
Reminder: Service Providers may not scan or upload Social Security cards or other sensitive documents using their own devices. Doing so violates DVR’s Service Agreement cybersecurity and confidentiality terms.
