Frequently Asked Questions when submitting Wage Information Supplement WKC-13A using the Insurers' Pending Reports

  1. Section 0 asks if the claimant is an agricultural employee or not. What is the definition of an agricultural employee?
  2. This is based upon the definition of farming and farmer in the WI Worker's Compensation Act. See statue 102.04(3) for clarification.

  3. The claimant is older than 26 and does not earn enough for the maximum PPD rate for the year of injury, yet the PPD rate has been set at max. Why?
  4. We either have no date of birth, or an incorrect one. You can enter or change this value in Section 0.2.

  5. The claimant is a minor and earns minimum wage, but why is the wage bumped up to the minimum wage rate for adults?
  6. We either have no date of birth, or an incorrect one. You can enter or change this value in Section 0.2.

  7. If an employee is part time, do I enter the hours in Section 4.1 or Section 5.1?
  8. For part time employees the normally scheduled hours should be entered in Section 5.

  9. If we have already submitted a 13A how can we make corrections to what we have reported?
  10. You can make corrections by submitting another 13A. If the data previously sent was accepted the new data you send will write over the existing data on our system. If the claim is under wage investigation when you submit another 13A the data will need to be reviewed by our wage analysts before it is accepted into the system.

  11. When the WKC-13A is being reviewed by a wage analyst, how will I know when this review is complete?
  12. The claim will no longer be on the Expecting Wage Information, Expecting Reply to Wage Investigation Correspondence sub-list.

  13. In Section 5.2 does "same" mean "same exact"?
  14. "Same work" mean same job title and same type of work.

    "Same number of hours and same number of days" means the same arrangement of scheduled hours, regardless of the days in the week or shift. For example, a twelve-hour schedule of four hours each on Monday, Tuesday, and Wednesday is the same as a twelve-hour schedule of four hours each on Thursday, Friday, and Saturday. "Not the same" would be a twelve-hour schedule of six hours each for two days, even though the total number of hours scheduled is the same.

  15. If the weeks worked in Section 2.2 is less than six, why am I now required to fill in the gross in Section 2.1?
  16. We may not have a date of hire for the employee, and so we have nothing against which we can compare the weeks worked from Section 2.2. Gross wages helps fill this gap.

  17. What if I need to submit a 13A changing the person to piece rate, but on the 13A the Hourly rate radio button is already selected?
  18. Fill in the Section 1.3 Paid by Piece Rate fields as normal. In Section 1.5.B Basis of Pay/Wage Comments tell us either to ignore the hourly rate or that it is guaranteed.

  19. If the date of injury is in the same week as the date of hire, what do I enter for Section 2.1 Gross Taxable Wages and Section 2.2 Number of Weeks Worked?
  20. In Section 2.1 enter the total amount earned for the total number of days worked, including any earnings from the date of injury. In Section 2.2 enter "1" for the weeks worked.

  21. I have selected YES that the employee restricts his or her availability, yet I submit the WKC-13A I get the pop up message that the employee cannot restrict. Why?
  22. A restriction statement cannot be used if doing so means that the TTD rate will be higher than if the restriction statement were not used.
