This indicator measures insurers' compliance with DWD 80.02(2)(b) relating to the submission of First Supplementary Reports, form WKC-13s, to the Department.
DWD 80.02(2)(b) establishes a requirement that insurers submit a First Supplementary Report, form WKC-13, on or before the 30th day following the day on which the injury occurred.
While there is no performance standard set by statute or rule the benchmark used for training purposes is that 80% of all required First Supplementary Reports are to be submitted timely per DWD 80.02(2)(b).
The source of the data is the "date of injury" and "last day worked". The program selects only the First Supplemental Reports received during the evaluation quarter. Only First Supplementary Reports that are "first final" (all first payment data has been reported) and were received during the quarter are measured. Only claims for compensable injuries are included in the measurement; full denials, no-lost-time claims and hearing loss claims are excluded.
Promptness of the First Supplementary Report is measured by computing the number of days from the date of injury, or last day of work prior to the first day of lost time that caused the claim to become compensable, whichever is later, to the date the "first final" WKC-13 was received by the Department.
This indicator reflects the individual and combined performance of about 180 insurers with respect to their promptness of submitting First Supplementary Reports to the Department. These insurers account for over 90% of the claims submitted. The benchmark for training purposes is that 80% of all required First Supplementary Reports be submitted to the Department timely. Data is updated quarterly.
At the end of the 3rd quarter 2024 performance is at 81%. 12 quarter performance is at 82%. Late reporting of lost time injuries by employers is one factor that adversely affects the timeliness of first supplemental reports. Continued education of employers by insurers regarding the importance of prompt lost time injury reporting should allow for more improvement in this measure.
