Worker's Compensation Advisory Council (WCAC)

The Wisconsin Worker’s Compensation Advisory Council (WCAC) was created to advise the Department and Legislature on policy matters concerning the administration of the workers compensation laws. The council has maintained stability of the workers compensation system without partisan changes in the executive or legislative branch of government. The Council allows the labor and management representatives to play a direct role in recommending changes in the Workers Compensation Law to the Legislature.

News & Activity

On March 30, 2026, Governor Tony Evers signed the WC Agreed Upon Bill for the 2025-2026 biennium, AB-651. 2025 Wisconsin Act 145 was effective on April 1, 2026. Appropriation language from the original bill was approved in 2025 Wisconsin Act 144, effective April 1, 2026. EmR 2518 Emergency rules that return procedural rules for worker's compensation adjudicatory functions and hearings to ch. DWD 80 of the Wisconsin Administrative Code, became effective on January 1, 2026.

On March 22, 2024 Governor Tony Evers signed the WC Agreed Upon Bill for 2024, AB-1073. 2023 Wisconsin Act 213 was effective March 24, 2024. The permanent rule (CR 22-072) for computing the average weekly wage for part-time employees that complies with the recent amendments to s. 102.11 (1), Wis. Stats., became effective on June 1, 2023.
