Wisconsin Aluminum Foundry CEO Sachin Shivaram Named Chairman of Governor's Council
on Workforce Investment

MADISON – Gov. Tony Evers has appointed Sachin Shivaram, CEO of Wisconsin Aluminum Foundry in Manitowoc, to serve as chair of the Governor's Council on Workforce Investment (CWI).

Shivaram, who previously served as the CWI vice chair, succeeds S. Mark Tyler, founder and chairman of OEM Fabricators, with operations in Woodville, Neillsville, and Phillips.

"Sachin Shivaram's commitment to workforce development is evident in his leadership of Wisconsin Aluminum Foundry, which continues to innovate in training workers from diverse backgrounds," Gov. Tony Evers said. "I also want to take this opportunity to applaud the service of Mark Tyler, whose vision for a thriving economy includes critical workforce supports such as access to technical education, child care, housing, and transportation. All of Wisconsin benefits when our business and community leaders take an active role through key organizations like the Governor's Council on Workforce Investment."

In addition to his role as CEO of Wisconsin Aluminum Foundry and chair of the council, Shivaram is co-chair of the New North economic development organization, volunteers on the board of directors of the Greater Green Bay Community Foundation, and is a trustee at Lawrence University and at UW-Green Bay. Shivaram grew up in Milwaukee and holds a bachelor's degree in history and literature from Harvard University, a master's degree in social and political sciences from the University of Cambridge, and a law degree from Yale Law School. He is fluent in Spanish, Portuguese, and the South Indian language of Kannada.

"It's an honor to serve on the Governor's Council on Workforce Investment, as we identify strategies and opportunities across multiple agencies to help prepare Wisconsin's workforce in the 21st century and beyond," Shivaram said.

Mark Tyler's leadership of the council included development of its most recent strategic plan and has extended to service as chair of the National Governor's Association National Association of State Workforce Board Chairs. As part of his retirement plans, he will continue to serve as a member of the Governor's Task Force on Workforce and Artificial Intelligence, and also serves as board president of the Wisconsin Technical College System Board. He has also served on numerous other boards and councils including the University of Wisconsin Board of Regents, Wisconsin Manufacturers and Commerce, Wisconsin Technology Council, the Governor’s Early Childhood Advisory Council, and Family Resource Center of St. Croix Valley.

"Wisconsin's workforce, communities and economy are stronger when partners from business, government, education, service agencies, and nonprofits collaborate on strategies to deliver shared solutions," Tyler said. "It's been a privilege to serve on the council and I'm thrilled to know that important progress to remove workforce barriers will continue with Sachin's leadership."

The Governor's Council on Workforce Investment is mandated under the federal Workforce Innovation and Opportunity Act to assist the governor in developing innovative and dynamic approaches to advance Wisconsin's workforce. Administered by the Wisconsin Department of Workforce Development, the council's strategic guidance extends to some $136 million in federal funds awarded to DWD each year to operate programs that serve some 40,000 people with access to training for in-demand careers and efforts to connect employers with job seekers. CWI's scope covers some 19 unique program areas, including workforce programs managed by tribal governments and other state agencies such as the Department of Children and Families, Department of Health Services, and Department of Corrections.
